If state puts up barrels and is not posted and one gets into an accident and gets a ticket?

if it starts to rain and all of a sudden orange barrels are being put out and no notice and traffic comes to a sudden stop and you hydroplane into the vehicle ahead of you, and you totaled your car and no damage to the vehicle you hit, but get a ticket and injured is there anything I can do or say to dispute the ticket?
